Heritage Protection Bill

The Draft Heritage Protection Bill has been published today. It looks pretty good to me. It consolidates all the different heritage registers into just four: terrestrial and marine for England and Wales, respectively.  I am alarmed by the clause enabling English Heritage or the Welsh equivalent to issue a binding statement that a piece of land will not be registered for a period of five years but there appears to be adequate provision for consultation before such a statement and I imagine it will only be issued for land that demonstrably has no heritage value (such as a site already cleared to natural).
